These items are only available on these vendors, and they vendors are part of phased Twilight Highlands. Vendors Alliance: Casandra Downs Horde: Una Kobuna The items are limited stock, though if they are on the vendor, expect to see of each. I've seen them respawn in around 15 minutes, though I've also sat there for more than 30 minutes and gotten nothing.
They always seem to respawn between random dungeons. I wouldn't exactly suggest camping the vendor, as to reach level inscription realm first! They're for inscription offhands and relics. They are the only way to get Unfortunately due to Volatile prices, I have not made more than the leveling required of these items, so I'm not sure how much use after they may have.

I was beginning to think the only way i'd be levelling inscription was from the 1-a-day forged documents previously the only time i'd even seen a fragment it was going for 4k on the auction house!
